Questions

What can I paste?

The Base64 text on its own, a full data URL, or a piece of HTML or CSS that contains one or more data URLs. Line breaks, spaces and a missing = at the end are fine.

How does it know the picture type?

From the picture itself, not from the start of the text. If the text says image/png but holds a JPEG, you get a JPG file.

It says the text is not Base64.

Base64 uses letters, digits, + and / (or - and _) and ends with = signs. If your text has other characters, part of it is probably missing or something else got pasted along with it.

Is my text sent anywhere?

No. It is decoded in your browser.

Is my text sent to a server?

No. Everything happens in your browser. Your text is not uploaded or stored.

Is it free?

Yes, you can use it for free. A subscription removes limits and unlocks premium tools.
